In March 2024, the EU officially launched a new round of plastic packaging regulation storm. A number of regulations centered on the Green New Deal came into effect, imposing the most stringent environmental protection requirements on imported plastic packaging products. As core suppliers in the European market, Chinese packaging companies can only maintain their market share by actively transforming.
The Packaging and Packaging Waste Regulation (PPWR) has been upgraded:
Hard target for recycling rate in 2030: All plastic packaging must be 100% recyclable, and member states need to establish a unified recycling system.
Extension of the ban on single-use plastics: From 2025, lightweight bags with a thickness of less than 50 microns and packaging containing oxo-degradable additives will be prohibited from entering the country.
Mandatory proportion of recycled materials: By 2027, the proportion of recycled materials (PCR) in plastic packaging must reach 30%, and increase to 65% in 2030.
Plastic Levy Increase: The tax on non-recycled plastic packaging has increased from €0.80/kg to €1.20/kg (effective in January 2025), and the scope of taxation has been extended to all plastic products from non-EU sources.
Carbon tariff (CBAM) covers the plastic industry: From 2026, imported plastic packaging must declare carbon emissions data for the entire life cycle, and the portion exceeding the EU benchmark will be subject to carbon tax at €95/ton.
